The characteristics of partial discharges (PD) which make possible to draw conclusions about the technical condition of high-voltage equipment are considered. (HVE). The efficiency and feasibility of applying existing methods for assessing the technical condition of HVE based on the characteristics of the apparent charge are analyzed. Existing uncertainties in the theory of PD are examined, in particular, the question of the real number of PD sources (potential defects) present in the insulation of HVE and creating a complex integrated picture of PD pulses. A new approach to the analysis of PD based on the transition process model is proposed. With this approach, the PD process is characterized by the initial conditions, the free component, which depends on the properties of inclusion, insulation and parameters of the electric circuit, as well as the forced component, which depends on the external influence of the electric field. Diagnostic capabilities that can be obtained by applying the described approach to the analysis of PD processes to solve the problem of the real number of defects in the isolation of HVE are analyzed.
